The provincial and national government need to act in a supportive and complementary role to the Umkhanyakude District Municipality by providing policy guidance; developing legal deterrents against illegal dumping of wastes and the use of open dumps, coupled with adequate capacity for enforcement, and providing assistance with standards for segregation, storage, treatment, and disposal of each category of waste.
